The Senate overwhelmingly advanced a bipartisan bill to impose harsher sanctions on Russia and buyers of Russian oil and gas, named in honor of the late Senator Lindsey Graham. Ukrainian President Zelenskyy was present as senators paid tribute to Graham, who championed the bill in his final week.
